From All Movie Guide Penitentiary is a gritty prison drama that spares no coarse street slang. no brutality. and no sexual abuse in putting across a picture of how miserable and tragic incarceration can be. 'Too Sweet' (Leon Isaac Kennedy) has been put in the slammer due to a block of circumstantial evidence. and once inside he quickly discovers that only the strongest and meanest stay on top of the heap. Just under those are the 'girls.' weaker men victimized because they cannot defend themselves. And below that level are those who succumb. 'Too Sweet' almost desperately manages to beat the living daylights out of the biggest bully around -- who just happens to be his cell mate -- and that one act gets him slowly climbing the ladder within the prison hierarchy.
